De Pensioenfederatie roept Europese beleidsmakers op om de Digital Operational Resilience Act (DORA) op dit moment niet te wijzigen. DORA is pas sinds 2025 van toepassing en belangrijke onderdelen van het toezicht zijn nog niet operationeel. Vroege aanpassingen zouden de voorspelbaarheid en stabiliteit van het regelgevend kader aantasten en leiden tot hogere lasten, zonder aantoonbare verbetering van de digitale weerbaarheid van de financiële sector.
Deze oproep doet de Pensioenfederatie in reactie op de Digitale Omnibus, een Europees wetgevingsproces dat tot doel heeft bestaande digitale wetgeving te stroomlijnen en administratieve lasten te verminderen. Hoewel de pensioensector deze doelstelling onderschrijft, waarschuwt zij voor onbedoelde effecten van het opnemen van DORA in dit traject. In plaats daarvan pleit de Pensioenfederatie voor dialoog met toezichthouders, duidelijke guidance en een zorgvuldige evaluatie van DORA in 2028, zoals oorspronkelijk voorzien.

Dutch Federation of Pension Funds: do not amend DORA at this stage
The Dutch Federation of Pension Fund calls on European policymakers not to amend the Digital Operational Resilience Act (DORA) at this moment. DORA has only applied since 2025, and key supervisory elements are not yet operational. Premature changes would undermine regulatory stability and increase compliance costs, without demonstrably improving the digital resilience of the financial sector.
This call follows discussions on the Digital Omnibus, an EU initiative aimed at streamlining digital legislation and reducing administrative burdens. While the pension sector supports these overarching objectives, it warns against unintended consequences of including DORA in this process. We instead advocate continued dialogue with supervisors, clear supervisory guidance, and a thorough evaluation of DORA in 2028, as originally planned.
